REPUBLIC ACT No. 11189

An Act ncreasing the Bed Capacity of St. Anthony Mother and Child Hospital in Cebu City from Twenty-Five (25) to Two Hundred (200), and Appropriating Funds Therefor

Be it enacted by the Senate and House of Representatives of the Philippine Congress Assembled:

Section 1. The bed capacity of St. Anthony Mother and Child Hospital (SAMCH) is hereby increased from twenty-five (25) to two hundred (200) beds.1âwphi1

Section 2. The SAMCH shall primarily provide medical, maternity, and pediatric care to the urban poor in Region VII, particularly in Cebu City.

Section 3. The SAMCH’s existing service facilities and professional health care services are also hereby upgraded to conform with and be commensurate to the bed capacity increase as provided in Section 1 hereof.

Section 4. The existing workforce of the SAMCH shall also be correspondingly increased. The Department of Health, in coordination with the Department of Budget and Management and the Civil Service Commission, shall determine the additional plantilla positions to be created and filled up upon prior consultation with the SAMCH.

Section 5. The increase in the bed capacity of the SAMCH shall be implemented incrementally for a period of not more than four (4) years from the approval of this Act.

Section 6. The Secretary of Health shall immediately include in the Department’s programs the implementation of this Act, the funding of which shall be included in the annual General Appropriations Act.

Section 7. The Department of Health shall issue the necessary rules and regulations for the effective implementation of this Act.

Section 8. All laws, decrees, orders, issuances, rules and regulations or parts thereof inconsistent with the provisions of this Act are hereby repealed or modified accordingly.

Section 9. This Act shall take effect within fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
