PRESIDENTIAL DECREE No. 1578 January 1, 1978

GRANTING ENERGY INCENTIVE ALLOWANCE TO CERTAIN PERSONNEL OF THE NATIONAL MUSEUM AND PROVIDING FUNDS THEREFOR

WHEREAS, in view of the lack of qualified personnel with experience in research, the National Museum has embarked on a program of scholarships by sending promising young men abroad for advanced studies;

WHEREAS, after training them, most are leaving the museum for better paying opportunities being offered by some government agencies or private enterprise, and in fact the Museum has lost several technically-trained men in view of the low salary scales; and

WHEREAS, in order to improve the capability of the technical men of the Museum and prevent them from transferring to other offices it is necessary to augment their salaries in the form of monthly incentive allowance.

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:

Section 1. All technical personnel of the National Museum under the following categories are hereby authorized to receive monthly incentive allowances as follows:

Section 2. The sum of eight hundred fifty-eight thousand pesos which shall be taken from any savings of the National Museum for Calendar Year 1978 is hereby authorized to be paid for the above incentives. Thereafter, the said amount shall be included in the General Appropriations Act.

Section 3. All decrees, laws, orders, rules and regulations inconsistent with this Decree are hereby repealed, modified or amended accordingly.

Section 4. This Decree shall take effect January 1, 1978.
