PRESIDENTIAL DECREE No. 1215

AMENDING PRESIDENTIAL DECREE NO. 1099 ENTITLED "REESTABLISHING THE PERMANENT SYSTEM OF REGISTRATION OF VOTERS UNDER REPUBLIC ACT NUMBERED SIX THOUSAND THREE HUNDRED AND EIGHTY-FOUR, PRESCRIBING THE MECHANICS THEREOF, VALIDATING THE LISTS OF VOTERS FOR USE IN THE ELECTIONS OF THE SANGGUNIANG PAMPOOK AND SUBSEQUENT ELECTIONS, PLEBISCITES OR REFERENDA, AND FOR OTHER SIMILAR PURPOSES."

WHEREAS, the Commission on Elections has reported that there has been heavy registration of voters in its registration offices under the permanent system of registration as provided under Presidential Decree No. 1099;

WHEREAS, the election registrars alone cannot cope with such heavy registration, thereby necessitating assistance from other competent employees and personnel of the Commission;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby decree:

Section 1. Section 4 of Presidential Decree No. 1099 is hereby amended as follows:

"Sec. 4. Registration of Voters. Any Qualified voter shall register by personally appearing before, and filing a sworn application for registration in duplicate with the election registrar of the city, municipality or municipal district wherein he is a resident on any date but not later than ten days before the election plebiscite or referendum: PROVIDED, HOWEVER, THAT THE COMMISSION ON ELECTIONS MAY AUTHORIZE ANY OF ITS PERSONNEL WHO IS A MEMBER OF THE BAR TO ACT AS REGISTRATION OFFICER IN ANY CITY, MUNICIPALITY OR MUNICIPAL DISTRICT WHENEVER THE NEED ARISES, PROVIDED, FURTHER, THAT IN ORDER TO FACILITATE THE REGISTRATION OF VOTERS, ELECTION CLERKS MAY BE AUTHORIZED BY THE COMMISSION ON ELECTIONS TO ADMINISTER THE OATH REQUIRED IN THE APPLICATION FOR REGISTRATION, SUBJECT TO THE SUPERVISION OF THE ELECTION REGISTRAR CONCERNED."

Qualified voters not otherwise included in the list of voters as hereinabove provided shall register with the election registrar in the manner herein prescribed."

Section 2. This Decree shall take effect immediately.
