PRESIDENTIAL DECREE No. 591 December 2, 1974

RATIFYING INTERNATIONAL LABOUR ORGANIZATION CONVENTION NO. 122 CONCERNING EMPLOYMENT POLICY

WHEREAS, all human beings, irrespective of race, creed, sex, belief, or station in life, have the right to pursue both their material well-being and their spiritual development in conditions of freedom and dignity, of economic security and equal opportunity;

WHEREAS, everyone has the right to work to free choice of employment, to just and favorable conditions to work and to protection against unemployment;

WHEREAS, it is the duty of Government to provide the necessary atmosphere conducive to economic growth and the ultimate realization of raising the standards of living of the people through the provision of measures calculated to establish an integrated and active Employment Policy; and

WHEREAS, it is the policy of the Government to hasten the attainment of the foregoing plausible objective and to effect full and freely chosen employment for the Filipino people;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, in order to effect the desired reforms in the social, economic and political structure of the country, do hereby decree and order that I.L.O Convention No. 122 Concerning Employment Policy, be adopted by the Republic of the Philippines.

A copy of this Decree shall be transmitted to the Director-General, International Labor Office pursuant to its rules.

Done in the City of Manila, this 2nd day of December, in the year of Our Lord, nineteen hundred and seventy-four.
