[ PROCLAMATION NO. 1101, February 10, 2021 ]

DECLARING 10 FEBRUARY 2021 AS A DAY OF NATIONAL MOURNING OVER THE PASSING OF MANLILIKHA NG BAYAN YABING MASALON DULO

WHEREAS, Yabing Masalon Dulo of the Blaan community in Polomolok, South Cotabato was declared as Manlilikha ng Bayan under Proclamation No. 126 (s. 2017) in recognition of her commitment to the safeguarding and promotion of the Blaan Mabal Tabih (ikat weaving) tradition;

WHEREAS, the death of Manlilikha ng Bayan Yabing Masalon Dulo is a great loss to our nation, and it is appropriate to honor her outstanding commitment to the preservation of the Blaan cultural and artistic heritage; and

WHEREAS, Section 27(k), Chapter 1, Rule 3 of the Implementing Rules and Regulation of Republic Act No. 8491 or the "Flag and Heraldic Code of the Philippines" provides that the Philippine flag shall be flown at half-mast as a sign of mourning on all buildings and places where it is displayed, on the day of interment of recipients of national orders and decorations;

NOW, THEREFORE, I, RODRIGO ROA DUTERTE, President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby declare 10 February 2021 as a Day of National Mourning over the passing of Manlilikha ng Bayan Yabing Masalon Dulo.£A⩊phi£
