DECLARING EVERY THIRD SUNDAY OF NOVEMBER EACH YEAR AS “WORLD DAY OF REMEMBRANCE FOR ROAD TRAFFIC VICTIMS”

WHEREAS, pursuant to its mandate of promoting the well-being of its citizens, it is the policy of the State to protect public health and promote travel safety;

WHEREAS, the United Nations General Assembly, in its 64th Session last March 2, 2010 passed a Resolution entitled “Improving Global Road Safety”, which encourages Member States to continue to strengthen their commitment to road safety, including the observance of the “World Day of Remembrance for Road Traffic Victims” on the third Sunday of November every year;

WHEREAS, the Philippines, as co-author of this UN General Assembly Resolution and as a Member of the Family of Nations, recognizes the “World Day of Remembrance for Road Traffic Victims” as an opportunity to express its concern over the continuing rise in road traffic casualties, and its intention to partner with the private sector and civil society to address this growing malady;

WHEREAS, giving significance to the “World Day of Remembrance for Road Traffic Victims” shall convey the importance the government accords to the task of reducing road traffic casualties;

WHEREAS, Administrative Order No. 184 issued on July 11, 2007 dissolved the Inter-Agency Road Safety Committee (IRSC) and transferred all its powers and functions to the Department of Transportation and Communications (DOTC) in overseeing road safety activities in the country;

NOW THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare the third Sunday of November of each year as “World Day of Remembrance for Road Traffic Victims”.1aшphi1

The Secretary of the DOTC shall call upon the Heads of the other Departments, including but not limited to, the Department of Health (DOH), Department of Interior and Local Government (DILG), Department of Education (DepEd), and Metro Manila Development Authority (MMDA), to form a World Day of Remembrance for Road Traffic Victims Committee, which it shall chair.

The Committee shall prepare a program for the meaningful celebration of the “World Day of Remembrance for Road Traffic Victims”, and it may also call upon other government agencies and non-government organizations to assist in its preparation and implementation.
