SEGREGATING A CERTAIN PARCEL OF LAND FROM THE COVERAGE OF NEW BILIBID PRISON RESERVATION SITUATED IN BARANGAY POBLACION, MUNTINLUPA CITY AND RESERVING THE SAME FOR HOUSING SITE PURPOSES AS PART OF KATARUNGAN VILLAGE II, A LOW COST HOUSING PROGRAM OF THE DEPARTMENT OF JUSTICE

WHEREAS, a portion of land forming part of Penal Reservation and a residual area of the Katarungan Village II has been identified as inaccessible from the general reservation being naturally separated by creek and with a sloping terrain;

WHEREAS, said residual area would be of no use if left excluded from the adjoining housing program;

WHEREAS, integrating said residual area in the coverage of the present housing program will allow its optimum use, redounding to the benefits of the employees of the Department of Justice and its component agencies who were not benefited by the present housing project in view of the limited number of available units;

WHEREAS, the use of said residual area as an additional housing site will generate an estimated one hundred eight (108) additional housing units;

WHEREAS, the integration will not in any manner affect the operational requirements of the New Bilibid Prison.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the segregation of a portion of the land of the New Bilibid Prison Reservation located in Barangay Poblacion, Muntinlupa City, and reserve the same for housing site purposes for the employees of the Department of Justice, to be disposed of in accordance with the provisions of Act 3038, in relation to the provisions of C.A. 141 otherwise known as the Public Land Act, as amended, which parcel of land is more particularly described as follows:

A parcel of land {Lot 3-A of the subdivision, plan (LRA) Psd-379053 approved as a non-subdivision project, being a portion of Lot 3, (LRC) Pcs-30966, L.R.C. Record No. 6137, situated in the Barrio of Poblacion, Muntinlupa City, Island of Luzon}.

Bounded on the N., points 7 to 8 by Lot 388, Muntinlupa Estate; on the SE., S., E., and SW., points 8 to 34 to 1 by Lot 3-b of the subdivision plan; on the NW., and SW., points 1 to 7 by Lot 1, (LRC) Pcs-30966.

Beginning, containing an area of TWELVE THOUSAND FIVE HUNDRED TWENTY SIX (12,526) SQUARE METERS, more or less.

Such portion or portions of the land herein reserved for housing purposes that are being used or earmarked for public or quasi-public purposes shall be excluded from such disposition.1aшphi1

Except in favor of the government or any of its branches or agencies, all lands disposed under this Proclamation shall not be subject to alienation and encumbrances for a term of ten years (10) from the issuance of the title in the case of sale or execution of contract in case of lease, nor shall they become liable to the satisfaction of any debt contracted prior to the expiration of said period, but the same, together with the improvements thereon, may be mortgaged to the Home Development Mutual Fund (Pag-Ibig).

The integration of the subject area to the present DOJ housing project shall be administered by the Department of Justice.
