[ Proclamation No. 306, December 13, 2002 ]

DECLARING DECEMBER 26, 27 AND 28, 2002 AS SPECIAL NON-WORKING HOLIDAYS IN THE MUNICIPALITY OF CALABANGA, CAMARINES SUR

WHEREAS, Article XIV, Section 14 of the Constitution provides that the State shall foster the preservation, enrichment, and dynamic evolution of a Filipino national culture based on the principle of unity in diversity in a climate of free artistic and intellectual expression;

WHEREAS, in celebration of their cultural and regional identity, the Municipality of Calabanga, Camarines Sur is celebrating “The 1st Bikol Pastores Festival” from December 24 to 31, 2002;

WHEREAS, the State supports the activities and celebrations of “The 1st Bikol Pastores Festival” that showcase and enrich the cultural and regional identity of the Province of Camarines Sur through music and the arts;

WHEREAS, in order to give the people of the Municipality of Calabanga, Camarines Sur the opportunity to enjoy and celebrate “The 1st Bikol Pastores Festival”, there is a need to declare December 26, 27 and 28, 2002 as special non-working holidays in the Municipality of Calabanga, Camarines Sur, without prejudice to public interest;

WHEREAS, this Proclamation reflects the policy of the State to preserve and develop the cultural identity of our people, as well as its policy to encourage and promote domestic tourism;

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law and upon the recommendation of the Municipality of Calabanga, Camarines Sur, do hereby declare December 26, 27 and 28, 2002 as special non-working holidays in the Municipality of Calabanga, Camarines Sur.
