EXCLUDING FROM THE OPERATION OF PROCLAMATION NO. 461, s. 1965, WHICH ESTABLISHED THE ARMED FORCES OF THE PHILIPPINES (AFP) OFFICERS VILLAGE CERTAIN PORTION OF LAND EMBRACED THEREIN SITUATED IN FORT BONIFACIO, MUNICIPALITY OF TAGUIG, RIZAL (NOW METRO MANILA) AND RESERVING SEVEN (7) HECTARES FOR THE AFP OFF-BASE HOUSING PROGRAM UNDER THE ADMINISTRATION OF THE HOUSING AND URBAN DEVELOPMENT COORDINATING COUNCIL (HUDCC), WITH MIXED-USE COMPONENT OF THIRTY (30) HECTARES UNDER THE ADMINISTRATION OF THE ARMED FORCES OF THE PHILIPPINES (AFP), AND FOR OTHER PURPOSES
WHEREAS, as part of the shelter strategy of the government, occupational and sectoral housing is instituted for better beneficiary targeting and delivery;
WHEREAS, under Republic Act No. 7279, the state adheres to the policy to undertake a comprehensive and continuing housing program consistent with rational use and development of urban land that brings about optimization of the use and productivity of land and urban resources, among others;
WHEREAS, the national government committed to provide decent and affordable housing to the personnel of the Armed Forces of the Philippines (AFP) through the assistance of the Housing and Urban Development Coordinating Council (HUDCC), under the AFP Off-Base Housing Program;
NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, do hereby exclude from the operation of Proclamation No. 461 series of 1965 which established the AFP Officers Village, certain parcels of land of approximately 37 hectares situated in Fort Bonifacio, Municipality of Taguig, Rizal (now Metro Manila) and reserve the same as the AFP Off-Base Housing for the AFP personnel and mixed-use component, subject to private rights, if there be any, and to final survey.
The portions herein reserved for the AFP Off-Base Housing under the administration of the Housing and Urban Development Coordinating Council (HUDCC), consisting an area of seventy thousand one (70,001) square meters, more or less, are more particularly described as follows:
