[ Proclamation No. 281, November 2, 2002 ]

DECLARING MONDAY, NOVEMBER 4, 2002, AS A SPECIAL NON-WORKING DAY IN THE PROVINCE OF NEGROS OCCIDENTAL

WHEREAS, Proclamation No. 277, series of 2002 declared Thursday, October 31, 2002 and Saturday, November 2, 2002 as special (non-working days) to allow our countrymen full opportunity to properly observe All Saints Day (November 1, 2002);

WHEREAS, Monday, November 4, 2002 falls between a Sunday, November 3, 2002 and Tuesday, November 5, 2002 which is a regular special non-working holiday in the Province of Negros Occidental pursuant to Republic Act No. 6709 dated February 10, 1989 to commemorate the day when Negrenses won their independence from the Spaniards in 1898;

WHEREAS, by declaring November 4, 2002 as a special non-working day, the people of the Province of Negros Occidental will be given an uninterrupted period to commemorate both holidays without the inconvenience of having to come back to work after a long weekend, then go on a holiday again the next day.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me in Book 1, Chapter 7, Section 27, of the Administrative Code of 1987, do hereby declare Monday, November 4, 2002, as a special non-working day in the Province of Negros Occidental.1aшphi1
