[ Proclamation No. 276, October 16, 2002 ]

DECLARING THE PERIOD FROM OCTOBER 18 TO 24, 2002 AS UNITED NATIONS WEEK MARKING THE PHILIPPINES COMMEMORATION OF THE ANNIVERSARY OF THE UNITED NATIONS AND ITS OBSERVANCE OF THE INTERNATIONAL YEAR OF MOUNTAINS, THE INTERNATIONAL YEAR OF ECO-TOURISM AND THE UNITED NATIONS YEAR FOR CULTURAL HERITAGE

WHEREAS, the Philippines, a founding member of the United Nations, remains committed to the purposes and the principles of the United Nations Charter;

WHEREAS, the Philippines staunchly supports the resolutions and continuing actions of the United Nations to advance world peace and security; protect the dignity, worth and rights of the human person; promote social progress; and attain sustainable development;

WHEREAS, the Philippines heeds the call of the United Nations General Assembly in Resolution 168 (II) dated October 31, 1947 for nations to commemorate the Anniversary of the entry into force of the United Nations Charter as a way of making known to the peoples of the world the aims and achievements of the United Nations, and of gaining support for the work of the United Nations;

WHEREAS, the United Nations General Assembly, in Resolution No. 53/24 dated November 10, 1998, Resolution No. 53/200 of December 15, 1998, and Resolution No. 56/8 of November 21, 2001 proclaimed 2002 as the International Year of Mountains, the International Year of Eco-Tourism, and the United Nations Year for Cultural Heritage, respectively;

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from October 18 to 24, 2002 as United Nations Week in the Philippines, celebrating the Anniversary of the United Nations and marking the Philippines observance of the International Year of Mountains, the International Year of Eco-Tourism, and the United Nations Year for Cultural Heritage.

Section 1. Role of DFA. The Department of Foreign Affairs (DFA) is hereby directed to plan, organize, and oversee, in coordination with other departments and agencies and United Nations offices and agencies based in the Philippines, the staging of commemorative programs, activities and events in observance of United Nations Week.

The DFA shall likewise enlist the support and cooperation of relevant private sector and non-governmental organizations, to the extent that it will contribute to the broad and meaningful observance of United Nations Week.1aшphi1

Section 2. Assistance from other departments and agencies. – All other Departments and agencies of government, including local government units, shall extend their full support and assistance to the DFA, in the fulfillment of its mandate.

Section 3. Coordination with DENR in observing the International Year of Mountains. – The DFA shall coordinate with the Department of Environment and Natural Resources (DENR) in connection with activities marking the observance of the International Year of Mountains during said week of October 18-24, 2002, consistent with Proclamation No. 176, dated April 15, 2002.

Section 4. Effectivity. This Proclamation shall take effect immediately.
