DECLARING SEPTEMBER OF EVERY YEAR AS THE NATIONAL SCIENCE CLUB MONTH AND AUTHORIZING THE DEPARTMENT OF EDUCATION (DepEd), DEPARTMENT OF SCIENCE AND TECHNOLOGY-SCIENCE EDUCATION INSTITUTE (DOST-SEI), COMMISSION ON HIGHER EDUCATION (CHED), PHILIPPINE SOCIETY OF YOUTH SCIENCE CLUBS (PSYSC), INC., AND THE SCIENCE CLUB ADVISERS ASSOCIATION OF THE PHILIPPINES (SCAAP) INC., TO IMPLEMENT PLANS AND ACTIVITIES PERTINENT THERETO

WHEREAS, a full understanding of science, technology and environment is vital in the development of a nation in this day and age of information and communications technology in the 21st century;

WHEREAS, the science clubbing movement and network, whether in-school or out-of-school, is a profound and interactive strategy in the promotion and transfer of science and technology to the grassroots;

WHEREAS, the major goals of science clubs are to complement, supplement and enrich formal science education through co-curricular activities and out-of-school educative scientific understanding and to popularize science, technology and environment among the masses through various science youth activities;

WHEREAS, the youth and students have been identified as a strategic sector, which could be most instrumental in incubating interest and action in science, technology and environment, and as beneficiaries thereof;

WHEREAS, the declaration of September as National Science Club Month and authorizing the implementation of plans and activities pursuant thereto will strengthen and give recognition to the science clubbing movement and network as a significant educational tool to encourage and inspire the youth and students to pursue careers in science and technology.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the month of September of every year as the National Science Club Month.1aшphi1

The Department of Education, Department of Science and Technology-Science Education Institute, Commission on Higher Education, Philippine Society of Youth Science Clubs, Inc. and the Science Club Advisers Association of the Philippines, Inc. are authorized and enjoined to plan, formulate and implement together programs and projects to celebrate the same.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
