[ Proclamation No. 229, August 12, 2002 ]

DECLARING AUGUST 12, 2002 AND EVERY YEAR THEREAFTER AS PHILIPPINE INTERNATIONAL YOUTH DAY

WHEREAS, the United Nations General Assembly in Resolution No. 54/120 I dated December 17, 1999, declared August 12 as International Youth Day;

WHEREAS, under Section 13, Article II of the 1987 Constitution, “The State recognizes the vital role of the youth in nation building and shall promote and protect their physical, moral, spiritual, intellectual, and social well being. It shall inculcate in the youth patriotism, and nationalism, and encourage their involvement in public and civic affairs”;

WHEREAS, Republic Act No. 8044 (the Youth in Nation Building Act) provides in Section 3(d) thereof that the National Comprehensive and Coordinated Program on Youth Development shall include “preparations and participation in activities of youth of global significance, including World Youth Day.”

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare August 12, 2002, and every year thereafter as Philippine International Youth Day.

The National Youth Commission is hereby designated as the lead agency in planning, organizing and implementing appropriate events and activities to observe and celebrate Philippine International Youth Day.1aшphi1

All departments and agencies of government, including local government units, as well as the private sector, are enjoined to give their support and cooperation to the National Youth Commission in the celebration of Philippine International Youth Day.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
