[ Proclamation No. 216, June 27, 2002 ]

DECLARING THE MONTH OF JULY 2002 AND EVERY YEAR THEREAFTER AS GOOD URBAN GOVERNANCE MONTH

WHEREAS, almost 60% of our population inhabit the cities and other peri-urban centers;

WHEREAS, this Administration has anchored its vision and programs towards winning the war against poverty;

WHEREAS, practicing good urban governance is a key strategy towards poverty alleviation;

WHEREAS, the Global Campaign for Good Urban Governance supports this strategy through its seven global norms of equity of access to decision-making processes and the basic necessities of urban life; security of individuals and their living environment; efficiency in the delivery of public services and in promoting local economic development; sustainability in all dimensions of urban development; decentralization and subsidiarity of authority and resources; transparency and accountability of both the decision-makers and all stakeholders; and civic engagement and citizenship, where the people, as the principal wealth of cities, are held as both the object and the means of sustainable human development;

WHEREAS, this Global Campaign is being championed in the Philippines by the League of Cities, which has localized these seven global norms through concrete City Action Plans on Poverty Reduction Through Good Urban Governance;

WHEREAS, such Global Campaign shall be launched in the Philippines on July 2002, July being the month that local government units commence their annual development planning, prioritizing and budgeting;

WHEREAS, to create awareness of good urban governance practices and to instill these practices at the core of every city development and investment plan, declaring the month of July 2002 and every year thereafter as Good Urban Governance Month is appropriate.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the month of July 2002 and every year thereafter as Good Urban Governance Month.1aшphi1
