CREATING THE ANNUAL INTERNATIONAL MARITIME AWARDS AND AN INTERNATIONAL MARITIME AWARDS COMMITTEE TO ADMINISTER THE CONFERMENT OF THE AWARDS

WHEREAS, government has recognized the vital role of Filipino seafarers and Filipino placement agencies in the development of the Philippines as a maritime country, their contribution to the upliftment of family life, and their participation in the countrys economic development;

WHEREAS, the Filipino seafarers continued deployment on board foreign vessels would not have been possible without the indispensable and essential cooperation of foreign ship owners, international maritime organizations and associations, and shipping executives who continue to recognize the proficiency, competency and skill of the Filipino seafarer and have contributed to the status of the Filipino seafarer as the “Seafarer of Choice for the Worlds Fleet” and the Philippines as the “Seafarers Center of the World”;

WHEREAS, government recognizes and appreciates the efforts and significant role of these foreign ship owners, international maritime organizations and associations, and shipping executives who have promoted the continued employment of Filipino seafarers and have advanced the interests of the Philippines in the field of maritime manpower deployment;

WHEREAS, while government has given official recognition to the Filipino seafarers and the overseas employment providers, it has yet to give recognition to deserving foreign ship owners, international maritime organizations and associations, and shipping executives in providing employment to thousands of Filipino seafarers.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby create the award and decoration to be known as the “International Maritime Award” in grateful recognition of the significant contribution of foreign ship owners, international maritime organizations and associations, and shipping executives in helping to ensure employment to Filipino seafarers and their role as a partner of the government and the private sector in the promotion and protection of the welfare of the Filipino seafarer.

For this purpose, there is hereby created an International Maritime Awards Committee that shall administer the conferment of the award and decoration upon those deserving thereof.1aшphi1 The Committee shall be composed of the Secretary of the Department of Labor and Employment as Chair, and the Administrator of the Philippine Overseas Employment Administration, the Administrator of the Overseas Workers Welfare Administration, the Administrator of the Maritime Industry Authority and the duly designated representative of the Philippine Seafarers Promotions Council as members. The Awards Committee shall immediately organize itself and shall prescribe the rules to guide its deliberations in the choice of the recipients of the International Maritime Awards.
