AMENDING PROCLAMATION NO. 573, S. 1969, WHICH ESTABLISHED THE “MAGAT RIVER FOREST RESERVE”, LOCATED IN MASOC, BAYOMBONG, NUEVA VIZCAYA, BY EXCLUDING A PARCEL OF LAND EMBRACED THEREIN AND RESERVING THE SAME AS A CIVIL RESERVATION FOR SCOUT CAMP SITE PURPOSES
Pursuant to Section 18 of Presidential Decree No. 705, otherwise known as the “Revised Forestry Code”, as amended, and Section 83, Chapter XII, Title V of Commonwealth Act No. 141, otherwise known as “Public Land Act”, and upon recommendation of the Secretary of Environment and Natural Resources, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, do hereby amend Proclamation No. 573 dated 26 June 1969, which, among others, established the “Magat River Forest Reserve”, located in Masoc, Bayombong, Nueva Vizcaya, by excluding a parcel of land embraced therein and reserving the same as a civil reservation for scout camp site purposes, which parcel of land is more particularly described as follows:

A parcel of land identical to SWO (AF) 02-000020 situated at Barangay Masoc, Municipality of Bayombong, Province of Nueva Vizcaya, Island of Luzon. Bounded on the SE., along line 1, 2, 3, 4, 5 and 6 by DENR Production Forest and Public Land, on the SW., along line 6, 7 and 8 by Forest Zone; on the NW., along line 8, 9, 10 and 11 by Barobbob Watershed; and on the NE., along line 11, 12, 13, 14, 15, 16, 17, 18 and 1 by ROAD of the SWO survey plan.
Beginning at the point mark “1” on plan SWO (AF) 02-000020 being S 61 deg. 44W, 1,404.67 m. from BBM No. 8, Bayombong Cad-45 Ext., thence:

[All points referred to are indicated on the plan and are marked on the ground as follows: All points 1, 2, 3, 4, 5, 8, 9 marked DENR are cyl. conc. mons. 15 x 60 cms. and the rest are Stakes on the ground. Bearing true. Date of Original Survey N/I and that the survey was executed by Geodetic Engineer Dominador A. Penera on September 11 & 12, 2000 and was approved on November 16, 2000]
This Proclamation is subject to private rights, if any there be, and to the following conditions:
1. The administration and management of the area covered by the reservation shall be jointly under the DENR and the Department of Education (DepEd), without prejudice however to the execution of an agreement among the DENR, the DepEd and the Provincial Government of Nueva Vizcaya for the management of the area in accordance with the purpose hereof. Accordingly, a five (5)-year development plan shall be submitted to the Office of the President by the Sangguniang Panlalawigan of Nueva Vizcaya within one (1) year hereof, furnishing the DepEd, DENR, National Mapping and Resources Information Authority, and the Forest Management Bureau, copies thereof.
2. In the event that the area is no longer needed for the purpose stated, or its development has already been abandoned for a period of two (2) years, this proclamation is automatically withdrawn, revoked or cancelled and the subject area regains its original status as part of the forest lands.
