DECLARING MONDAY, NOVEMBER 5, 2001, AS A SPECIAL NON-WORKING DAY IN ORMOC CITY

WHEREAS, the City of Ormoc dedicates November 5 of every year for the souls of some 8,000 of our countrymen who perished in the tragic flashfloods in 1991;

WHEREAS, the lessons that the tragic incident taught not only the people of Ormoc but the entire country, about the need to conserve and protect our environment, particularly our trees and forest cover, should not be forgotten;

WHEREAS, it is fitting and proper that the people of Ormoc City be given full opportunity to solemnly observe the significance of the November 5, 1991 flashfloods tragedy.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me in Book I, Chapter 7, Section 27 of the Administrative Code of 1987, do hereby declare Monday, November 5, 2001, as a special non-working day in Ormoc City.1aшphi1
