DECLARING THE PERIOD FROM DECEMBER 23, 2000 TO JANUARY 23, 2001 AS DEVELOPMENT PLANNING MONTH

WHEREAS, the conscious effort to plan for socio-economic development was institutionalized on December 23, 1935, with the enactment of Commonwealth Act No. 2 creating the National Economic Council (NEC), a forerunner of the National Economic and Development Authority (NEDA);

WHEREAS, development planning is a broad-based participatory activity spear-headed by the government with the involvement of the private sector, non-government organizations and peoples organizations;

WHEREAS, there is a continuing need to strengthen and broaden public support for Angat Pinoy 2004, the Medium-Term Philippine Development Plan for 1999-2004;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from December 23, 2000 to January 23, 2001 and every year thereafter as “Development Planning Month”.

I call upon the Secretary of Socio-Economic Planning and Director-General of the National Economic and Development Authority (NEDA), all heads of NEDA Board agencies, government financial institutions, government-owned and controlled corporations, chairmen of regional development councils, local government units and other instrumentalities of government, the members of mass media, cultural and civic institutions, and non-government organizations to actively participate in and support the celebration of Development Planning Month in the Philippines.1aшphi1
