TRANSFERRING/CONVEYING IN FAVOR OF THE NATIONAL HOUSING AUTHORITY FOR THE PURPOSES OF ADMINISTRATION AND UTILIZATION IN ITS SOCIALIZED HOUSING, URBAN DEVELOPMENT, RESETTLEMENT AND SLUM IMPROVEMENT PROGRAM A CERTAIN PARCEL OF GOVERNMENT LAND SITUATED IN THE CITY OF ILOILO, ISLAND OF PANAY.
Upon the recommendation of the Secretary of the Department of Environment and Natural Resources and by virtue of the powers vested in me by law, I, JOSEPH EJERCITO ESTRADA, President of the Republic of the Philippines, hereby declare as alienable and disposable; and transfer/convey in favor of the National Housing Authority, for administration and utilization, in relation to its socialized housing, urban development, resettlement and slum improvement purposes, in accordance with Presidential Decree No. 757 and R.A. No. 7279, and subject to private rights, if any there be, a certain parcel of government land, situated at Barangay Kaingin, La Paz District, Iloilo City, Island of Panay, which parcel of land is more particularly described as follows:

A PARCEL OF LAND, described as lot 3519, Iloilo Cadastre, situated at Barangay Kaingin, La Paz, Iloilo City, Island of Panay. Bounded on the SW, along line 1-2 by Salog River; on the NW, along line 2-3 by lot 3511, Iloilo Cadastre; along lines 3-4-5 by Lot 2790, Iloilo Cadastre; along line 5-6 by Lot 3818, Iloilo Cadastre; and along line 6-7 by Lot 3828, Iloilo Cadastre; on the NE, along lines 7-8-9-10 by Calle Lapaz, Jasid Road; along line 10-11 by Kaingin Road; and on the SW., along line 11-1 by Lot 3826, Iloilo Cadastre. Consistent with the constitutional mandate for the State to protect and advance the right of the people to a balanced and healthful ecology, decent living conditions and social justice, the National Housing Authority, in the implementation of the provisions of this proclamation, shall give proper consideration to the integrated administration and development of the transferred or conveyed area for socialized housing, particularly for the informal settlers actually residing therein, and creating and maintaining a wholesome environment and ecological balance therein and its vicinity.
In order to facilitate the development of the same for disposition and administration, ownership is hereby transferred and conveyed to the National Housing Authority. Provided further, that in the disposition and administration of said lands the National Housing Authority shall exercise sound judgment and competence in the disposition of the same for socialized housing, giving due preference to the informal settlers actually residing therein, consistent with the government policy of providing a standard quality of life for its people. Whereas, the Department of Environment and Natural Resources, the Office of the Solicitor General and the Land Registration Authority are hereby directed to assist in the survey and titling thereof, respectively, in the name of the National Housing Authority.
