[ Proclamation No. 397, October 16, 2000 ]

DECLARING NOVEMBER 7, 2000 AND EVERY YEAR THEREAFTER AS A SPECIAL WORKING HOLIDAY FOR METROPOLITAN MANILA

WHEREAS, Metropolitan Manila or the National Capital Region (NCR) has been an important economic generator in the Philippines, with some parts of the region now part of the international urban economy;

WHEREAS, Metropolitan Manila is home and workplace to more than ten million Filipinos, making it the 18th largest metropolis in the world;

WHEREAS, Metropolitan Manila remains as the seat of national governance and retains its dominance in economic activity, in availability of better health and educational facilities, as well as in cultural and recreational amenities;

WHEREAS, the publics appreciation of the vital role of Metropolitan Manila in influencing the countrys development can be further enhanced through the commemoration of the date of the integration of its component cities and municipalities.1aшphi1

WHEREAS, 07 November 2000 marks the 25th Foundation Day Anniversary of Metropolitan Manila.

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare November 7, 2000 and every year thereafter as a special working holiday in Metropolitan Manila.

To ensure effective compliance to this declaration, the Metropolitan Manila Development Authority (MMDA), the component Local Government Units of Metro Manila, the NCR offices of national and other government agencies implementing programs and projects in Metro Manila (with the MMDA as Lead Agency) are tasked to support and actively participate in the preparation and implementation of appropriate activities to commemorate the Metropolitan Manila Day.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
