BY THE PRESIDENT OF THE PHILIPPINES

[ Proclamation No. 391, October 3, 2000 ]

DECLARING THE FIRST WEEK OF OCTOBER OF EVERY YEAR AS HIGHER AND TECHNICAL EDUCATION WEEK

WHEREAS, Section 17, Article II of the 1987 Constitution of the Philippines provides that: “The State shall give priority to education, science and technology, arts, culture and sports to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development”;

WHEREAS, Paragraph 1, Section 2, Article XIV of the same Constitution reads: “The State shall: (1) Establish, maintain and support a complete, adequate and integrated system of education relevant to the needs of the people and society”;

WHEREAS, it is a policy of the State to strengthen and enhance the educational, technical and vocational system by assigning the same the highest budgetary priority;

WHEREAS, there is a need to call public attention and ensure nationwide awareness of the importance of higher and technical education as a vital component to Philippine development and progress;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the first week of October of every year as HIGHER AND TECHNICAL EDUCATION WEEK.1aшphi1

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
