[ Proclamation No. 345, July 19, 2000 ]

RESERVING FOR THE USE OF THE PHILIPPINE NATIONAL POLICE A PORTION OF THE UNDIVIDED PARCEL OF LAND IN CAMP PANOPIO AND DECLARING PORTIONS THEREOF AVAILABLE FOR DEVELOPMENT AND DISPOSITION

WHEREAS, the Government of the Republic of the Philippines is the registered owner of a parcel of land situated in Quezon City covered by Transfer Certificate of Title (TCT) No. 7579 of the Registry of Deeds for Quezon City (the “property”), containing an area of 18,715 square meters, more or less;

WHEREAS, the Philippine National Police (PNP) is in effective possession and control of the property where Camp Panopio is located;

WHEREAS, there is a need to enhance the actual and direct use of the property which has remained largely underutilized;

WHEREAS, a planned development and disposition of the property is essential to maximize its land use – in terms of urban functions, social benefits, economic returns, environmental enhancement – and, at the same time, generate funds for the construction of a PNP Medical Plaza and other facilities for the benefit and welfare of the PNP personnel;

WHEREAS, the promotion of the welfare of PNP personnel is one of the top priorities of government;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Republic of the Philippines, by virtue of the power vested in me by law, do hereby order the following:

Section 1. A portion not exceeding 5,000 square meters of the undivided parcel of land otherwise known as Camp Panopio in Quezon City covered by TCT No. 7579, describe in the attached plan approved by the Lands Management Bureau, is hereby reserved as the site of the PNP Medical Plaza which shall cater to the medical needs of the PNP personnel to improve their health and welfare.1aшphi1 The remaining portions of the same property with an area of 13,715 square meters shall be developed and utilized by PNP in such manner and under such arrangement that shall expedite the construction of the PNP Medical Plaza and for such purposes consistent with its objective of promoting the interest and welfare of PNP personnel.

Section 2. For the proper development, utilization and disposition of the remaining area of 13,715 square meters, the beneficial ownership of which is vested in the PNP, and particularly for the purpose of realizing the PNP Medical Plaza project, the PNP may enter into such agreements and/or joint undertakings with the Public Estates Authority and/or other government agencies and/or private sector entities, as may be allowed under existing laws.

Section 4. All orders, rules and regulations which are inconsistent with this Proclamation are hereby repealed, amended or modified accordingly.

Section 5. This Proclamation shall take effect immediately.
