[ Proclamation No. 328, June 15, 2000 ]

DECLARING THE PERIOD FROM JUNE 23, 2000 TO AUGUST 22, 2000, AS “COMELEC DIAMOND COMMEMORATION FOR ITS 60th ANNIVERSARY”

WHEREAS, on August 22, 2000, the nation marks the 60th anniversary of the founding of the Commission on Elections whose creation and continued existence as an independent constitutional body, attests to the countrys abiding fidelity to the hallowed concept, enshrined in the fundamental law, that “sovereignty resides in the people and all government authority emanates from them”;

WHEREAS, this historic occasion is a splendid opportunity for the Filipino citizenry to be reminded that the sanctity of the ballot is the concern not only the Commission or the government alone but of the entire Filipino people; and that with information technological advances being used in the electoral process, particularly in the registration, voting counting and canvassing of votes the theme of this Diamond Commemoration is: “COMELEC Sa Bagong Milenyo: Akmang Teknolohiya Sa Pagpatatag Ng Demokrasya”;

WHEREAS, it is appropriate that a 60-day period be devoted to the commemoration of the event with activities that focus on the duty of every citizen to work for free, honest, peaceful and credible elections;

WHEREAS, this Administration assures full support for every effort to preserve the essence and relevance of the ballot as a democratic instrument for the attainment of national goals;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me by law, hereby declare the period from June 23, 2000 to August 22, 2000, as “COMELEC DIAMOND ANNIVERSARY.”
