DECLARING THE BESSANG PASS NATIONAL SHRINE SITUATED IN THE MUNICIPALITY OF CERVANTES, PROVINCE OF ILOCOS SUR, ISLAND OF LUZON AS A PROTECTED AREA AND ITS PERIPHERAL AREAS AS BUFFER ZONE, PURSUANT TO R. A. 7586 (NIPAS ACT OF 1992) AND SHALL BE KNOWN AS BESSANG PASS NATURAL MONUMENT/LANDMARK
Upon recommendation of the Secretary of Environment and Natural Resources, and pursuant to the powers vested upon me by law, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, do hereby set aside and declare Bessang Pass National Shrine consisting of a parcel of land situated in the Municipality of Cervantes, Province of Ilocos Sur, Island of Luzon as Protected Areas under the category of Natural Monument/Landmark and its peripheral areas as Buffer Zone, subject to private rights and without prejudice to the right of the indigenous people as provided for in R. A. No. 8371, DENR Administrative Order 93-02 and other related rules and regulations, if any, as described in DENR NIPAS Map R1-13.1aшphi1

Parcels 1 and II shall have a total aggregate area of One Thousand One Hundred Twenty-One and 1083/100 (1,121.1083) Hectares, subject to actual ground survey.
These areas shall be under the administrative jurisdiction of the DENR and shall be administered in accordance to the provisions of the NIPAS Act of 1992.
