DECLARING MURCIELAGOS ISLAND SITUATED IN THE MUNICIPALITY OF LABASON, PROVINCE OF ZAMBOANGA DEL NORTE AS PROTECTED AREA AND ITS PERIPHERAL AREAS AS BUFFER ZONE PURSUANT TO REPUBLIC ACT NO. 7586 (NIPAS ACT OF 1992), AND SHALL BE KNOWN AS MURCIELAGOS ISLAND PROTECTED LANDSCAPE AND SEASCAPE
Upon the recommendation of the Secretary of Environment and Natural Resources, and pursuant to the powers vested upon me by law, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, do hereby set aside and declare Murcielagos Island situated in the Municipality of Labason, Province of Zamboanga del Norte as a Protected Area under the category of Protected Landscape and Seascape and its peripheral areas as Buffer Zone, subject to private rights and without prejudice to the rights of the indigenous peoples as provided for in R. A. 8371, DENR Administrative Order 93-02 and other related rules and regulations, if any, as described in the DENR NIPAS Map No. RO9-09.1aшphi1
The Murcielagos Protected Landscape and Seascape begins at a point marked “1” on the map which is N 59° 50W at 10,665.55 meters from BLLM No. 1, PLS-6;

The technical descriptions of the Murcielagos Island Protected Landscape and Seascape and its buffer zone shall be subject to actual ground survey.
These areas shall be under the administrative jurisdiction of the DENR and shall be administered in accordance with the provisions of the NIPAS Act of 1992.
