DECLARING THE BIG AND SMALL STA. CRUZ ISLANDS TOURIST ZONE AND MARINE RESERVE SITUATED IN THE CITY OF ZAMBOANGA, PROVINCE OF ZAMBOANGA DEL SUR AS A PROTECTED AREA AND ITS PERIPHERAL AREAS AS BUFFER ZONE PURSUANT TO REPUBLIC ACT NO. 7586 (NIPAS ACT OF 1992), AND SHALL BE KNOWN AS GREAT AND LITTLE STA. CRUZ ISLANDS PROTECTED LANDSCAPE AND SEASCAPE

Upon the recommendation of the Secretary of Environment and Natural Resources, and pursuant to the powers vested upon me by law, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, do hereby set aside and declare Big and Small Sta. Cruz Islands Tourist Zone and Marine Reserve situated in the City of Zamboanga, Province of Zamboanga del Sur as Protected Area under the category of Protected Landscape and Seascape and its peripheral areas as Buffer Zone, subject to private rights and without prejudice to the rights of the indigenous people as provided for in R.A. No. 8371, DENR Administrative Order No. 93-02 and other related rules and regulations, if any, as described in the DENR NIPAS Map No. RO9-03.

TECHNICAL DESCRIPTIONS

The Great and Little Sta. Cruz Islands Protected Landscape and Seascape begins at a point marked “1” on the map which is S 18° 22W at 9,864.756 meters from FNSP-ZS 71 ASHTECH Point Monuments;

The Buffer Zone of the aforesaid Protected Area begins at a point marked “1” on the map which is identical to corner 6 of Great and Little Sta. Cruz Islands Protected Landscape and Seascape;

The technical descriptions of the Great and Little Sta. Cruz Islands Protected Landscape and Seascape and its Buffer Zone shall be subject to actual ground survey.

These areas shall be under the management jurisdiction of the Department of Tourism thru the Philippine Tourism Authority and shall be administered in accordance with the provisions of the NIPAS Act of 1992.
