[ Proclamation No. 259, March 23, 2000 ]

DECLARING APRIL 15, 2000 AND EVERY YEAR THEREAFTER AS PHILIPPINE GLOBAL YOUTH SERVICE DAY

WHEREAS, Global Youth Service Day is an annual global event that is commemorated on April 15 which celebrates the year round contributions of young people to build their communities and the world;

WHEREAS, Global Youth Service Day is also the time when the contributions made by the public, private and non-profit sectors for empowering young people through mentoring are recognized;

WHEREAS, the Philippine youth sector is an active partner of the government in promoting better communities through voluntary service;

WHEREAS, the Philippines, as a member of the global community, actively supports international celebrations that promote positive youth development;

WHEREAS, there is a need to celebrate Global Youth Service Day in the Philippines to highlight the contributions of the youth sector in nation-building and global development through voluntary service;

WHEREAS, in the Philippines, the Philippine National Volunteer Service Coordinating Agency (PNVSCA) was identified by the International Coordinating Committee (ICC) as national lead organization for the Global Youth Service Day;

WHEREAS, a Global Youth Service Day National Organizing Committee with the task of implementing the activities is needed to insure the effective celebration of the Philippine Global Youth Service Day;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippine, by virtue of the powers vested in me by law, do hereby declare April 15, 2000 and every year thereafter as Philippine Global Youth Service Day under the auspices of the Global Youth Service Day National Organizing Committee.1aшphi1

All departments, agencies and instrumentalities of the Government, the private sector, schools, faith-based groups and youth-related organizations and the public at large are hereby enjoined to actively participate and support the activities and programs for the celebration of Philippine Global Youth Service Day.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
