DECLARING THE PERIOD OF MOURNING IN THE PROVINCE OF PALAWAN OVER THE DEATH OF RAMON V. MITRA, FORMER SPEAKER OF THE HOUSE OF REPRESENTATIVES

WHEREAS, the House of Representatives, under the illustrious former Speaker Ramon V. Mitra, had encouraged and fostered a free and independent exchange of ideas calculated to serve the higher interest of the people;

WHEREAS, under the dedicated leadership of former Speaker Ramon V. Mitra, the House of Representatives, assumed great prominence and earned the trust and respect of the Filipino people, in line with his vision of an “ethical, activist and high minded new Congress”;

WHEREAS, the death of RAMON V. MITRA, who during his long public service, had touched the lives of his countrymen and helped create lasting fellowship and friendship, is a great loss to our people and has caused deep sorrow among them;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim a period of Mourning in the Province of Palawan from today, March 20, 2000, up to March 27, 2000. During this period, flags of all government buildings and installations shall be flown at half-mast in Palawan, as well as in the House of Representatives and in the Senate, today, March 20, 2000 and tomorrow, March 21, 2000.1aшphi1
