CONVERTING THE CARAGA REGIONAL SPORTS COMPLEX AND GOVERNMENT CENTER, COVERED BY PROCLAMATION NO. 1044, DATED JULY 17, 1997, INTO THE BUTUAN CITY MULTI-PURPOSE TRAINING CENTER

WHEREAS, on July 17, 1997, former President FIDEL V. RAMOS issued Presidential Proclamation No. 1044 which converted the proposed Butuan City Sports Complex and Government Center, situated along Km. 3, Brgy. Libertad, Butuan City, into the “CARAGA REGIONAL SPORTS COMPLEX AND REGIONAL GOVERNMENT CENTER”;

WHEREAS, Proclamation No. 1044 was issued without sufficient basis as it failed to consider the basic requirements of a Regional Sports Complex and a Regional Government Center;

WHEREAS, the Sangguniang Panlungsod of Butuan City vigorously opposed the issuance of Proclamation No. 1044 for lack of proper planning, considering that the site thus proclaimed, having an area of only 54,845 square meters, was too small and could not operationally accommodate both a Regional Sports Complex and a Regional Government Center, aside from being a potential cause for traffic congestion in the national highway due to lack of parking space;

WHEREAS, in lieu of the 54,845 sq. m. site under Proclamation No. 1044, the City Government of Butuan acquired a land with an area of 36.5498 hectares, situated in Barangays Ampayon and Tiniwisan, Butuan City, as site of the CARAGA Regional Government Center;

WHEREAS, the Regional Development Council (RDC), CARAGA Region, has favorably indorsed SP Resolution No. 770-98 of the City of Butuan establishing the CARAGA Regional Government Center in the 36.5498 hectare site in Barangays Ampayon and Tiniwisan, Butuan City, and to revoke Proclamation No. 1044 accordingly;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me by law, do hereby amend Presidential Proclamation No. 1044, dated July 17, 1997, and hereby declare the site covered thereby instead as the BUTUAN CITY MULTI-PURPOSE TRAINING CENTER.1aшphi1
