ESTABLISHING AS KABULNAN RIVER WATERSHED FOREST RESERVE FOR THE PURPOSE OF PROTECTING, MAINTAINING OR IMPROVING THE WATER YIELD AND PROVIDING RESTRAINING MECHANISM FOR INAPPROPRIATE FOREST EXPLOITATION AND DISRUPTIVE LAND-USE, A CERTAIN PARCEL OF LAND OF THE PUBLIC DOMAIN SITUATED IN THE MUNICIPALITIES OF ESPERANZA, ISULAN, BAGUMBAYAN, NINOY AQUINO, KALAMANSIG AND PALEMBANG, ALL IN THE PROVINCE OF SULTAN KUDARAT, MUNICIPALITY OF AMPATUAN IN THE PROVINCE OF MAGUINDANAO AND MUNICIPALITY OF LAKE SEBU IN THE PROVINCE OF SOUTH COTABATO, PHILIPPINES

Upon recommendation of the Secretary of Environment and Natural Resources, and pursuant to the powers vested in me by law, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, do hereby withdraw from entry, sale, disposition or settlement, and set aside as KABULNAN RIVER WATERSHED FOREST RESERVE, subject to private rights, if there be any, and without prejudice to the rights of the Indigenous Cultural Communities, as provided for in Republic Act No. 8371, DENR Administrative Order No. 93-02 and other related rules and regulations, and to the operations of previous proclamations reserving any portion thereof for specific purposes, and to the implementation of forestry development programs consistent with the objectives of the proclamation as may be determined by the Secretary, Department of Environment and Natural Resources, a certain parcel of land of the public domain located at the municipalities of Esperanza, Isulan, Bagumbayan, Ninoy Aquino, Kalamansig, and Palembang all in the province of Sultan Kudarat, municipality of Ampatuan in the province of Maguindanao and municipality of Lake Sebu in the province of South Cotabato, Philippines, as shown in the FMB Map No. WR-121, more particularly described as follows:

Beginning at Corner 1, a point at elevation 732 meters above sea level, being South 52° 11West, 7,241 meters from BLLM No. 1, PLS 440 D at 6° 5130.16" North Latitude and 124° 2606” East Longitude;

The area covered by the reservation shall be under the administrative jurisdiction, supervision and control of the Department of Environment and Natural Resources, through the Forest Management Bureau, in coordination with other government agencies under sustainable multiple-use management without impairing its usefulness as source of water for domestic use, agricultural and other related purposes. The Kabulnan Watershed Multi-Sectoral Management Council (KWMMC) organized under the Memorandum of Agreement dated September 18, 1996 between the Local Government Units concerned, the Department of Environment and Natural Resources, the Mines and Geosciences Bureau, the Department of Public Works and Highways, the National Irrigation Administration, and Non-Government Organization shall act as the policy making body over the watershed area.
