DECLARING THE FIRST WEEK OF DECEMBER AS NATIONAL PRESS CONGRESS WEEK AND THE PERIOD DECEMBER 1, 1999 TO DECEMBER 1, 2000 AS THE YEAR OF PUBLISHERS AND EDITORS IN THE SERVICE OF THE NATION

WHEREAS, the Publishers Association of the Philippines, Inc. (PAPI) is spearheading the holding of the National Press Congress every first week of December;

WHEREAS, the Publishers Association of the Philippines, Inc. (PAPI) is a potent professional organization dedicated to the defense and promotion of press freedom and to the lofty ideals of journalism as a public service especially in the countryside; and

WHEREAS, there is a need to focus public attention on the important role the Publishers Association of the Philippines, Inc. plays in upholding press freedom and the dignity of the journalism and publishing profession;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the first week of December as National Press Congress Week and the period December 1, 1999 to December 1, 2000 as the YEAR OF PUBLISHERS AND EDITORS IN THE SERVICE OF THE NATION under the auspices of the Publishers Association of the Philippines, Inc. and authorizing the Publishers Association of the Philippines, Inc. to undertake its general membership and fund campaign during such period.1aшphi1

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
