[ Proclamation No. 53, November 25, 1998 ]

DECLARING DECEMBER 10, 1998 AS THE NATIONWIDE OBSERVANCE OF THE FIFTIETH ANNIVERSARY OF THE UNIVERSAL DECLARATION OF HUMAN RIGHTS AND REITERATING THE PHILIPPINES ADHERENCE TO THESE HUMAN RIGHT PRINCIPLES AND OUR COMMITMENT TO UPHOLD, PROTECT AND PROMOTE HUMAN RIGHTS

WHEREAS, on December 10, 1948, the United Nations General Assembly adopted the Universal Declaration of Human Rights (UDHR) as a pledge for the promotion of universal respect for and observance of human rights and fundamental freedoms;

WHEREAS, the Philippines was one of the first countries to ratify the UDHR as our way of expressing our adherence to these human rights principles;

WHEREAS, on December 10, 1998, the global community gears towards the celebration of the fiftieth anniversary of the UDHR armed with tremendous technological and scientific advancement, information boom and market economies, amidst world poverty, disease, inequality, ethnic strife and a host of other 20th century realities; and

WHEREAS, the Philippines, as an active member of this global community, is one with the whole world in its unified quest for the promotion of human rights principles and the protection of human rights;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare December 10, 1998 as the nationwide observance of the 50th anniversary of the Universal Declaration of Human Rights.
