AMENDING PROCLAMATION NO. 1043 DATED JULY 17, 1997, RESERVING FOR GOVERNMENT SITE PURPOSES OF COTABATO CITY, CERTAIN PARCELS OF LAND SITUATED AT POBLACION, COTABATO CITY, ISLAND OF MINDANAO, AND RESERVING THE SAME FOR THE EXCLUSIVE USE OF THE COTABATO CITY CENTRAL PILOT ELEMENTARY SCHOOL UNDER THE ADMINISTRATION OF THE DEPARTMENT OF EDUCATION, CULTURE AND SPORTS
WHEREAS, Proclamation No. 1043 dated July 17, 1997, reserved for government site purposes of the City of Cotabato, certain parcels of land of the public domain situated in Poblacion, Cotabato City, identified as Lot 2478-D, Bsd-3424 (Rs-12-000055) and Lot 2483, Csd-52 (AP-12-000077);
WHEREAS, the Cotabato City Central Pilot Elementary School has been in actual, notorious, open, and continuous possession of the said parcels of land even before World War II, or as early as 1929, using the same as site for its Central Pilot Elementary School;
WHEREAS, the reservation of said parcels of land for purposes other that of a school site was inappropriate specially when the same is not being used by the City of Cotabato for purposes for which they were reserved;
WHEREAS, public interest demands that said parcels of land be retained and reserved for the exclusive use of the DECS-Cotabato City Central Pilot Elementary School, consistent with the policy of the government to provide quality education to its citizens;
NOW, THEREFORE, upon recommendation of the Secretary of Environment and Natural Resources and by the virtue of the powers vested in me by law, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, do hereby amend Proclamation No. 1043 dated July 17, 1997, such that the parcels of land covered thereby are exclusively reserved for the use of the Cotabato City Central Pilot Elementary School under the administration of the Department of Education, Culture and Sports, which parcels of land are more particularly described as follows, to wit:
LOT NO. 2478-D, Bsd-3424 (Rs-12-000055)
A PARCEL OF LAND, (Lot No. 2478-D, Bsd-3424 of the Plan Rs-12-000055, being a portion of Lot 2478, Csd-52), situated at Poblacion, City of Cotabato, Island of Mindanao. Bounded on the NE., along points 4-1, By Almonte Street; on the SE., along points 1-2 by Lot 2483, Csd-52 (Property of the City Government of Cotabato); on the S., along points 2-3, by Lot 188-D, Fr-132, Provincial Government of Cotabato; on the NW., along points 3-4 by Lot 2478-C, Bsd-3424.
Beginning at a point marked “1” on plan being S. 70° 20" W., 152.48 m from BLLM No. 1, Cotabato cadastre thence:

Date of original survey, August 1916 to April 1917 and that of the resurvey executed by Geodetic Engineer Francisco N. Obed on February 15-20, 1982 and approved on March 24, 1982.

Bounded on the NE., points 1-2 by Almonte Street; on the SE., points 2-3 by Sinsuat Avenue on the SW., points 3-4-5 by Lot 188-B, Fr-132 (Property of the Provincial Government of Cotabato); and on the NW., points 5-1 by Lot 2478, Csd-52 (Property of the City Government of Cotabato).
Beginning at a point marked “1” on plan being S. 70° 20" W., 152.48 meters from BLLM No. 1, Cotabato Cadastre. thence:
