MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 22, September 23, 1998 ] TRANSFERRING OWNERSHIP OF A PORTION OF THE PROPERTY OF THE PHILIPPINE INFORMATION AGENCY TO THE BULACAN STATE UNIVERSITY WHEREAS, the Government of the Republic of the Philippines had acquired, through expropriation proceedings, private lots situated along McArthur Highway, Malolos, Bulacan, initially comprising a total land area of 449,942 square meters, more or less, hereinafter collectively referred to as the “property”; WHEREAS, the property now forms part of the assets of the Philippine Information Agency (PIA) pursuant to Executive Order No. 100, series of 1986, upon the abolition of the National Media Production Center; WHEREAS, the Bulacan State University, a leading institution in the field of engineering and science and allied courses not only in the Central Luzon area but in the entire country, needs more space to build new facilities and school buildings to accommodate its annually increasing enrollment. WHEREAS, the Bulacan State University, in line with its expansion program, has requested that part of the PIA property adjacent to its campus be transferred to it; WHEREAS, the remaining portions of the property are proposed to be the site of the Regional Office of PIAs 3rd Regional Information Office, the Bulacan Provincial Information Center, and the PIA Training Center; NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby transfer to the Bulacan State University, twenty (20) hectares of the property mentioned above, and another five (5) hectares for the exclusive use of the propagation of the Philippine carabao, adjacent to the university campus, located in Malolos, Bulacan. The remaining portions of the property fronting the national highway shall be retained by the Philippine Information Agency for its proposed development plan, including offices of the PIA Regional Office, the Bulacan Provincial Information Center, the training center and the depository of equipment and other properties of PIA.1aшphi1 The Lands Management Bureau is hereby directed to cause, if necessary, the survey of the subject area to enable the beneficiaries to secure their respective titles.
