ESTABLISHING AS ALFRED SPRING WATERSHED FOREST RESERVE, FOR THE PURPOSE OF PROTECTING, MAINTAINING, OR IMPROVING ITS WATER YIELD AND PROVIDING RESTRAINING MECHANISM FOR INAPPROPRIATE FOREST EXPLOITATION AND DISRUPTIVE LAND-USE, A CERTAIN PARCEL OF LAND OF THE PUBLIC DOMAIN SITUATED AT BARANGAY SAN ANDRES, MUNICIPALITY OF BUNAWAN, PROVINCE OF AGUSAN DEL SUR
Upon the recommendation of the Secretary of the Department of Environment and Natural Resources and by virtue of the powers vested in me by law, I, FIDEL V. RAMOS, President of the Philippines, do hereby withdraw from entry, sale, disposition, or resettlement and set aside as Alfred Spring Watershed Forest Reserve subject to private rights, if any there be, and to the operations of previous proclamations reserving any portion thereof for specific purposes, and to the implementation of other forestry development programs consistent with the objectives of the proclamation as may be determined by the Secretary of the Department of Environment and Natural Resources, a certain parcel of land of the public domain situated at Barangay San Andres, Municipality of Bunawan, Province of Agusan del Sur as shown in the map WR-123, more particularly described as follows:
Beginning at point “1” on the map, being North 60º 01? 9.47" East, 1,490.358 meters from BBM No. 4, Cad. 945-D, Bunawan Cadastre; thence:

All boundaries are subject to actual survey and establishment of permanent corner monuments.
The Department of Environment and Natural Resources, through the Forest Management Bureau, shall administer and manage the reservation in coordination with the Alfred Watershed Management Council, which is composed of the Bunawan Water District, the Municipal Government of Bunawan, Agusan del Sur, other government agencies and non-governmental organizations with the objective of maintaining its usefulness as a source of water for domestic use and related purposes.
