[ Proclamation No. 1215, April 30, 1998 ]

DECLARING MAY 1 TO 7 OF EVERY YEAR AS “LINGGO NG PAGGAWA”

WHEREAS, the labor force is the largest and most productive segment of the population and is the primary empowering sector in any society;

WHEREAS, Article II, Section 18 of the Philippine Constitution expressly recognizes the indispensable role of labor in social development by providing that the “State affirms labor as a primary social economic force;”

WHEREAS, to honor labor, the Administrative Code ordains May 1 of every year as Labor Day; and,

WHEREAS, on the occasion of Labor Day, it is important to acknowledge the various sub-sectors within the labor force as equally contributory to the goals of social development.

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Section 1. The first week of May of every year is hereby declared as “Linggo ng Paggawa.”

Section 2. To give due honor to the economic and social contributions of the various sub-sectors within labor, the following are hereby declared as their respective days of a recognition:

May 1 All Workers
May 2 Overseas Filipino Workers
May 3 Homeworkers, Women and Youth Workers
May 4 Workers in Agriculture and Industry
May 5 Workers in the Services Sector
May 6 Entrepreneurs, Self-Employed and Other Informal Sector Workers
May 7 Public Sector Workers

Section 3. The Department of Labor and Employment (DOLE), Department of Agriculture (DA), Department of Social Welfare and Development (DSWD), Department of Education, Culture and Sports (DECS), Department of Trade and Industry (DTI), Civil Service Commission (CSC), Social Reform Council (SRC) and all other agencies concerned with workers rights and welfare, jointly with unions and workers/employees associations in both the private and public sectors, shall draw up and implement a program of activities to ensure a meaningful celebration of the day of recognition assigned to each sub-sector.1aшphi1

The DOLE, in coordination with the abovecited agencies, shall take the lead in formulating the guidelines for the celebration of “Linggo ng Paggawa”.

Section 4. This Proclamation shall take effect immediately.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
