[ Proclamation No. 1200, April 16, 1998 ]

DECLARING SATURDAY, 18 APRIL 1998, AS A NON-WORKING SPECIAL DAY IN THE MUNICIPALITY OF TARLAC

WHEREAS, Republic Act No. 8593 dated 20 February 1998, mandated the conversion of the Municipality of Tarlac into a component city to be known as the City of Tarlac;

WHEREAS, the Commission on Elections (COMELEC), under Resolution No. 3024, scheduled the plebiscite date for the conversion of the Municipality of Tarlac into a component city on Saturday, 18 April 1998;

WHEREAS, Section 10, Art. X, of the 1987 Constitution provides that, “no province, city, municipality, or barangay may be created, divided, merged, abolished, or its boundary substantially altered, except in accordance with the criteria established in the Local Government Code and subject to the approval by a majority of the votes cast in a plebiscite in the political units directly affected”; and

WHEREAS, to enable the resident of the said Municipality to effectively participate in the scheduled political exercise, there is a need to declare the plebiscite day as a special day.1aшphi1

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by Law, do hereby declare Saturday, 18 April 1998, as a non-working special day in the Municipality of Tarlac.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
