DECLARING SALINTA MONON AS MANLILIKHA NG BAYAN FOR 1998

WHEREAS, the Constitution provides for State patronage of arts and letters;

WHEREAS, Republic Act No. 7355 provides for the recognition of National Living Treasures, otherwise known as Manlilikha ng Bayan, referring to a citizen or a group of citizens engaged in any traditional art that is uniquely Filipino and whose distinctive skills have reached a high level of technical and artistic excellence;

WHEREAS, Salinta Monon of the Tagabawa-Bagobo community in the Province of Davao del Sur has attained the highest level of excellence in the art of abaca-ikat weaving and manifested her unwavering dedication and commitment to her art by fully demonstrating the creative and expressive possibilities of abaca-ikat weaving at a time when such art is threatened with extinction.1aшphi1

WHEREAS, her knowledge of the various compositions, design motifs, patterns and colors that belong to her particular Bagobo community has kept its unique identity and creativity alive for the present and succeeding generations.

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, and upon recommendation of the National Commission for Culture and the Arts, and pursuant to Republic Act No. 7355, do hereby declare Salinta Monon as Manlilikha ng Bayan for 1998.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
