AMENDING PROCLAMATION NO. 1453, DATED JUNE 30, 1975, WHICH RESERVED THE NATIONAL POLICE COMMISSION (NAPOLCOM) SITE LOCATED AT FORT BONIFACIO, MAKATI CITY, METRO MANILA BY GRANTING OWNERSHIP OF THE LAND EMBRACED THEREIN IN FAVOR OF THE NAPOLCOM
Upon recommendation of the Secretary of Environment and Natural Resources and by virtue of the powers vested in me by law, I, FIDEL V. RAMOS, President of the Philippines, do hereby amend Proclamation No. 1453, dated June 30, 1975 which reserved the site for the National Police Commission under the administration of the Office of the President of the Philippines by granting ownership of the same parcel of land to the said Commission, situated in Makati City, Metro Manila, Island of Luzon which area is more particularly described as follows:

Record No. ___), situated in the Barangay of Fort Bonifacio, Makati City, Metro Manila, Island of Luzon. Bounded on the SW., along lines 1-2-3 by Proposed Site of MCMTC, Parcel 4, Psu-2031 (portion); along line 3-4 by existing Merit road; on the W., along line 4-5 by Lawton Avenue; on the NW; along line 5-6 by existing right-of-way (Proposed site of DVAL, Parcel 4, Psu-2031, portion); on the E., along line 6-7 by Proposed Site of NTC, Parcel 4, Psu-2031 (Portion); on the SE., along lines 7-8-9-1 by Lot 1, Swo-007602-000778-D, Parcel 4, Psu-2031 (Portion). The Lands Management Bureau shall issue a special patent for the land in favor of the National Police Commission.
Except in favor of the government or any of its branches, units of institutions or agencies, lands disposed of under this proclamation shall not be subject to alienation and encumbrance for a term of ten (10) years from the issuance of a special patent, nor shall they become liable to the satisfaction of any debt contracted prior to the expiration of said period except for building loan purposes; but the improvements on the land may be mortgaged to qualified persons, associations or corporations.
