[ Proclamation No. 1171, March 4, 1998 ]

DECLARING FRIDAY AND SATURDAY, MARCH 6 AND 7, 1998 AS NON-WORKING SPECIAL DAYS IN THE PROVINCES OF BENGUET, MOUNTAIN PROVINCE, IFUGAO, ABRA, KALINGA, APAYAO AND THE CHARTERED CITY OF BAGUIO

WHEREAS, Republic Act No. 8438 mandates the establishment of the Cordillera Autonomous Region out of the Provinces of Benguet, Mountain Province, Ifugao, Abra, Kalinga, Apayao and the chartered City of Baguio;

WHEREAS, the Commission on Elections (COMELEC) under Resolution No. 2984, dated February 5, 1998, has scheduled the plebiscite date for the creation of the Cordillera Autonomous Region on March 7, 1998 in the said provinces and city;

WHEREAS, to enable the residents of the said provinces and the city to participate actively in the plebiscite, there is a need to declare the plebiscite day and the day prior thereto as special days;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Friday and Saturday, March 6 and 7, 1998 as non-working special days in the Provinces of Benguet, Mountain Province, Ifugao, Abra, Kalinga, Apayao, and the chartered City of Baguio.1aшphi1

IN WITNESS, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
