DECLARING THE FOURTH WEEK OF SEPTEMBER OF EVERY YEAR AS REGIONAL DEVELOPMENT COUNCILS WEEK

WHEREAS, regional development planning was adopted in 1967 as an integral part of the national development planning process;

WHEREAS, the Regional Development Councils (RDCs) were created in September 1972 by virtue of Presidential Decree No. 1 and formally organized in December 1972 pursuant to Letter of Implementation No. 22 as the key structure for regional development planning and later on for decentralized development planning through the active participation of local governments, regional line agencies, non-government organizations, private sector, the academe, legislators, and other entities involved in local and regional development;

WHEREAS, decentralized development planning through the RDCs has been institutionalized in the Local Government Code and enshrined in the Constitution, resulting in greater local autonomy and enhanced socio-economic development in the regions and their component local government units;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim the fourth week of September of every year as Regional Development Councils Week in commemoration of the birth of the RDCs as the key structure for regional planning and for integrated local planning and programming.

For this purpose, I call upon the RDC Chairpersons to take the lead in the annual observation of the RDC Week.1aшphi1
