[ Proclamation No. 1163, February 14, 1998 ]

EXTENDING THE SPECIAL SESSION OF THE CONGRESS OF THE PHILIPPINES

WHEREAS, under Proclamation No. 1162 dated February 9, 1998, the Congress of the Philippines was called to a special session from February 11-13, 1998;

WHEREAS, there is an urgent need to extend the special session of the Congress of the Philippines to enable it to continue and complete deliberations and actions on pending vital legislative measures;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby extend the special session of the Congress of the Philippines for such number of days as may be necessary not exceeding five (5) days commencing on February 17, 1998, to act upon the following:

1. Fisheries Code;

2. Ban on Smoking in Public Places;

3. PNP Reform Act;

4. Anti-Racketeering Act (RICO);

5. Concurrence to Amnesty Proclamation No. 1160;

6. Amendments to Organic Act for ARMM;

7. Reducing the Retirement Age for Underground Mine Workers; and

8. All measures previously certified for immediate enactment.1aшphi1

I hereby certify to the necessity of the immediate enactment of all the foregoing bills pursuant to Section 26 (2), Article VI of the Constitution.

In the pursuit of national interest, all members of the Congress of the Philippines are earnestly requested to take notice of this Proclamation.
