CALLING THE CONGRESS OF THE PHILIPPINES TO A SPECIAL SESSION

Pursuant to the powers vested in me by the Constitution, I, FIDEL V. RAMOS, President of the Philippines, do hereby call the Congress of the Philippines to a Special Session on February 11 to 13, 1998 to consider and act upon the following vital legislative measures:

For House ratification of Bicameral Report or adoption of Senate amendments:

a. Amendments to Official Development Assistance (ODA) Law

b. Ban on Smoking in Public Places

For Senate ratification of Bicameral Report or adoption of House amendments:

c. Amendments to Merchant Marines Officers Law

For consideration at the Bicameral Conference Committee:

d. PNP Reform Act

e. Financing Company Act

f. Establishment and Maintenance of a Veterans Rehabilitation, Medicare and Training Center (Amendment to BCDA Law)

g. Regulating the Practice of Agricultural Engineering

For plenary consideration in the Senate:

h. Anti-Racketeering Act (RICO)

For action by both Chambers:

i. Concurrence to Amnesty Proclamation No. 1160

j. Amendment to the Organic Act for ARMM

k. Water Resources Development Act

For plenary consideration in the House:

l. Increased Agrarian Reform Fund

m. Fisheries Code

Other Bills:

n. Those pending in bicameral conference committee level and those with bicameral conference committee reports awaiting ratification by either or both chambers, and

o. Those measures already certified for immediate enactment
