MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 1151, January 9, 1998 ] ESTABLISHING AS JOSE PANGANIBAN WATERSHED FOREST RESERVE FOR THE PURPOSE OF PROTECTING, MAINTAINING OR IMPROVING THE WATER YIELD AND PROVIDING RESTRAINING MECHANISM FOR IN APPROPRIATE FOREST EXPLOITATION AND DISRUPTIVE LAND-USE, A CERTAIN PARCEL OF LAND OF THE PUBLIC DOMAIN SITUATED IN THE MUNICIPALITY OF JOSE PANGANIBAN, PROVINCE OF CAMARINES NORTE, PHILIPPINES Upon recommendation of the Secretary of Department of Environment and Natural Resources and pursuant to the powers vested in me by law, I, FIDEL V. RAMOS, President of the Philippines, do hereby withdraw from entry, sale, disposition or settlement, and set aside as Jose Panganiban Watershed Forest Reserve, subject to private rights, if there be any, and to the operations of previous proclamations reserving any portion thereof for specific purposes, and to the implementation of forestry development programs consistent with the objectives of the proclamation as may be determined by the Secretary, Department of Environment and Natural Resources, a certain parcel of the public domain located in the Municipality of Jose Panganiban, Province of Camarines Norte, Philippines, more particularly described as follows: Beginning at point “1” on the map is a point on the ground, identical to BBM No. 43; Thence S 70° 00" E, 125 meters to corner 2; a point identical corner 3, Alienable or Disposable Land, Block II under Project No. 2 of Camarines Norte, L.C. The conservation of water being of primary importance, all other uses of the forest are subordinated to that purpose.
