[ Proclamation No. 973, February 13, 1997 ]

DECLARING CARDIOVASCULAR DISEASE PREVENTION AND CONTROL AS A PRIORITY PROGRAM OF GOVERNMENT

WHEREAS, cardiovascular diseases affect a large segment of the Philippine population;

WHEREAS, cardiovascular diseases are generally chronic and debilitating causing tremendous pain, sufferings and economic burdens on the victims, their families and the nation as a whole;

WHEREAS, cardiovascular diseases can be controlled through the reduction of the levels of the different risk factors as experienced in developed countries;

WHEREAS, the Department of Health has formulated a comprehensive National Cardiovascular Disease Prevention and Control Program (NCVDPCP) nationwide; and

WHEREAS, pursuant to Section 16 of the Local Government Code, local government units are mandated to promote the health and safety of their inhabitants, among other equally significant development concerns; and

WHEREAS, the services under the program, particularly the preventive component, can be effectively delivered to the constituencies of the various government departments and agencies as well as the private sector;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the prevention and control of cardiovascular diseases as a priority program of the government.

In line with this proclamation, all government agencies shall collaborate with the Department of Health and the Department of Interior and Local Government and give full support to all the activities under the National Cardiovascular Disease Prevention and Control Program (NCVDPCP).1aшphi1
