DECLARING THE THIRD WEEK OF NOVEMBER 1997 AS ENGINEERING EXCELLENCE WEEK

WHEREAS, the nation aspires to attain the status of Newly Industrializing Country (NIC) by the year 2000;

WHEREAS, economic growth is gently dependent on the quality of facilities and infrastructures provided by the government and the private sector under the nations showcase Build-Operate-Transfer policy;

WHEREAS, the role of engineers and engineering consultants is crucial to the provision of quality facilities and infrastructures which directly affects the global competitiveness of the nation in attracting foreign investments and in the race for industrialization export-led output, and the creation of jobs and opportunities;

WHEREAS, it is imperative to provide a policy climate that communicates and continuously promotes the world class standards of the Philippine engineering profession hence the need to focus national attention on the relevance of the engineering profession to nation-building;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the third week of November 1997, as Engineering Excellence Week. To ensure the success of this worthy undertaking, the Department of Public Works and Highways and other government agencies are tasked to support and actively participate in the preparation and implementation of said event.1aшphi1
