DECLARING CARLOS QUIRINO AS NATIONAL ARTIST FOR 1997

WHEREAS, the Constitution provides for State patronage of arts and letters;

WHEREAS, preeminent achievements that have enhanced the Filipinos cultural heritage deserve the recognition and acknowledgment of our Government in pursuit of its policy of preserving and developing Filipino culture and a national identity;

WHEREAS, the works and achievements of Carlos Quirino in the field of Historical Literature are reflective of this preeminent excellence and of the national genius that contributes to the artistic heritage of the Philippines and the world;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, and upon recommendation of the Cultural Center of the Philippines and the National Commission for Culture and the Arts and pursuant to Proclamation No. 1001, do hereby declare Carlos Quirino as National Artist for 1997.1aшphi1

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
