MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 1094, September 23, 1997 ] DECLARING THE LAST SUNDAY OF SEPTEMBER OF EVERY YEAR, IN LIEU OF THE 18TH OF AUGUST OF EVERY YEAR, AS NATIONAL SEAFARERS DAY WHEREAS, Presidential Proclamation No. 828 dated July 9, 1996 declared August 18, 1996, and every year thereafter, as National Seafarers Day; WHEREAS, the purpose of this occasion is to give due recognition to the vital role played by our Filipino seafarers towards the development of the Philippines as a maritime country; WHEREAS, the International Maritime Organization (IMO), in its Circular No. 1884 dated July 11, 1996, requested all member nations to celebrate World Maritime Day during the week of 23 to 27 September resulting in the issuance of Presidential Proclamation No. 866 dated September 6, 1996 declaring September 27, 1996, and the last Friday of September of every year, as National Maritime Day; WHEREAS, since National Maritime Day and World Maritime Day are celebrated within the last week of September of every year, the consolidation of National Seafarers Day within the same period will make the three maritime-related celebrations more significant and more encompassing; NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare the last Sunday of September of every year as National Seafarers Day.1aшphi1 The Apostleship of the Sea, in cooperation with the Shipping and Ports Advisory Council, and the private sector, through the Maritime League, shall plan the activities related to the celebration of National Seafarers Day. All government agencies and public and private institutions are enjoined to give full support and to extend the necessary assistance in the observance of both the National Seafarers Day and the National Maritime Day. Presidential Proclamation No. 828 dated July 9, 1996 is hereby repealed. IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
