DECLARING THE LIBON PORT OF BARANGAY PANTAO IN THE MUNICIPALITY OF LIBON, ALBAY AS PART OF THE PORT SYSTEM OF THE COUNTRY AND DELINEATING THE BOUNDARIES THEREOF

Upon the recommendation of the National Economic and Development Authority and pursuant to the powers vested in me by law, I, FIDEL V. RAMOS, President of the Philippines, do hereby declare the Libon Port, Barangay Pantao, Municipality of Libon, Albay as part of the Port System of the country, having boundaries described herein, subject to the prior valid private rights, if any, which shall hereafter constitute the Libon Port Zone:

“Beginning at point marked 1 on the Plan, thence to point 2 at a distance of 647 m with bearing S 46° 55" W, thence to point 3 at a distance of 590 m with bearing N 75° 15" W, thence to point 4 at a distance of 1,000 m with bearing N 80° 10" E, thence to point 5 at a distance of 1,219 m with bearing N 85° 11" E, thence to point 6 at a distance of 200 m with bearing S 11° 30" E, thence to point 7 at a distance of 500 m with bearing S 27° 15" W, thence to point 8 at a distance of 200 m with bearing S 43° 30" W, thence to point 1, the point of beginning at a distance of 20 m with bearing N 41° 30" E, all in all compromising a total area of 1,157,571.75 sq.m. more or less”

As part of the Port System of the country, the Philippine Ports Authority (PPA) shall have the overall responsibility for the effective administration and efficient operation of Port Libon, pursuant to Presidential Decree No. 857. In line with this, the PPA, in coordination with the concerned agencies and local government units, shall formulate and implement the overall development plan consistent with the economic development framework of the region.1aшphi1
