DECLARING WEDNESDAY, JULY 23, 1997 AS A SPECIAL DAY IN THE PROVINCE OF BATANGAS AND IN THE CITIES OF LIPA AND BATANGAS

WHEREAS, Wednesday, July 23, 1997, marks the 133rd birth anniversary of Apolinario Mabini, a national hero revered as “the Sublime Paralytic” and “Brains of the Revolution”;

WHEREAS, it is fitting that the people of the Province of Batangas and of the City of Lipa and Batangas City be given the opportunity to celebrate the occasion with appropriate ceremonies;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by Book I, Chapter 7, Section 27, of the Administrative Code of 1987, do hereby declare Wednesday, July 23, 1997 as a special day in the Province of Batangas and in the Cities of Lipa and Batangas.1aшphi1
